I can remember watching a documentary on America's Hardest Prisons, where one of the guards in charge of the kitchen was proudly telling inmates they get fed on 1/3 of what is costs to feed the police dogs each day ( & it wasn't much!).

In fact try & watch the episode with the Utah Redneck Sheriff with there "Tent City" out in the elements...

The prisoners know whose boss, & NO ONE wants to be sent there!
