Were they not the cause of the problem in the first place? The cause of the problem is purely design. I would expect that if artists and other people with little or no knowledge of aereodynamics designed an aircraft pilots would not be stupid enough to fly in them. In the building industry we have builders stupid enough to build them with the master builders giving them medals for doing so. The building code was completely at fault first of all. The builders should have known better. Most council inspectors on my jobs told me I was stupid refusing to build them and tried to force me to follow the herd.
ORDER OF BLAME
1 The people who changed the building code.
2,The people who designed the buildings.
3, The people who inspected and passed the buildings.
4, the builders who should have known better.
Then last but not least the master builders association who should be hung drawn and quartered
