It's probably an automated trading device with the intention of "influencing" the shareprice down. Note that TWR's listing on the ASX has very recently been changed to "Foreign Exempt" which effectively means that trading is subject to NZX, rather than ASX rules. Incidentally, I'm not sure why TWR thinks it necessary to maintain its listing in Aust these days.
