Why has Brendan Jon Lindsay taken a 12.06% and Rhonda Lillian Preston a 15.68% share in CSM a shell company, WHATSUP here ?

Is someone/management ? drip feeding shares @ .02 into the market in order to attract interest before the rebirthing of this otherwise shell, I read somewhere that it will be another pot stock but with the Lindsay name attached ( he paid .05 per share for a major holding ), is that a great move ?
