Not quite. Erdogan is an authoritarian slime bag, not much different than Putin or Xi. He fully controls the media in Turkey, controls the court system and severely limited freedom of expression. Democracy left Turkey a long time ago under his rule. He matches well with the other strongmen and dictators meeting in Samarkand.
Erdogan's sympathies lie only with himself, his family (there have been various corruption scandals) and his desire to stay in power.
