China has direct land access to Afghanistan. This gives land access to oil from Iran, rather than the riskier sea route. Afghanistan also has a number of rare earths and other strategic assets.

I thought this too till I had a look on Google maps. They share a border across some of the most inaccessible terrain you will ever see. Beautiful scenery but there will never be a road or a pipeline through it.

Given the state of the US and U.K. Reactor construction environments and order books, I'd expect the first Australian nuclear submarine to launch about 2050.
