    Default Targeted return rates

I have noticed recently promotions, presumably aimed at retirees with cash to invest, promoting in one case " 7%, interest paid quarterly, targeted return. Is this legal?? It is , I believe highly deceptive,, potential investors will see 7% pa, not "targeted"., What are others opinions ?

Often those sort of promotions have asterisks and any number of other points to cover themselves. ie 'projected' 'before fees' etc.
A quote attributed to Margaret Thatcher goes along the lines of
"The problem with socialism is that eventually you run out of other people's money."
