Just a quick question I couldn't answer straight away to my friend. What if one only applies for the minimum and it's heavily scaled back does it mean that the application might not be successful?

I think they have full discretion. You could still get scaled below the minimum application, provided it is a marketable parcel which is normally about $500 (there is a set minimum of shares per price band per NZX rules). Or they could give none or they could give all.
